The two countries have yet to start discussions on the third agreement – the Basic Exchange and Cooperation Agreement for Interurbational Cooperation (BECA). India and the United States signed the COMCASA creation or enabling agreement on 6 September on the sidelines of the first 2+2 dialogue. The first pact, GSOMIA, was signed in 2002 under the government led by Atal Bihari Vajpayee, which first allowed the two countries to create a framework for the formal exchange of military information. The second, LEMOA, came during Barack Obama`s historic visit to India in 2016, which allowed each country`s military to use each country`s bases: refueling, access stocks, spare parts, air bases and ports that can be reimbursed later. 2. .
